Purpose and scope of competences of the ombudsman

Abstract

The institutionalization of the Citizen Defender (Ombudsman) encounters a series of practical difficulties; namely: a certain "ombudsmanship" (Rivero) that afflicts certain supporters of the institution, and the criticism of the institution's critics who, giving an account of the sufficiency of controls over the administration, allude to the cultural, political and historical uprooting of the Ombudsman and therefore a certain snobbery towards an "exotic" institution, something like "importing elephants to pull sleds in polar lands".
