Las políticas de cooperación de Europa Occidental hacia América Latina y sus posibilidades futuras

Abstract

The relations of assistance and cooperation between Europe and the Latin American region began in a historical framework where ideological and strategic connotations played a primary role. The transcendent political, economic, technological and recent changes in the global context, which have occurred in almost thirty years, do not allow or advise projecting the past into the future. Europe is important for Latin America, but not vice versa. There is no interdependence. Not in the dimension that a symmetrical negotiation could guarantee. In addition, the international scene does not contribute either. The institutional attention of the European Economic Community towards the region, to Central America due to the conflict, the expansion in the forms of cooperation and other steps towards overcoming marginalization, do not compensate for the objective attraction of Europe to other regions of the world.
